Adding novelties that contain mercury batteries to the definition of mercury-added products will require municipalities to divert such items from their solid waste stream pursuant to Title 38 MRSA § 1663.  The cost of this mandate is expected to be minor. Municipality Insignificant

The Department of Environmental Protection can absorb the administrative costs related to enforcement of the proposed ban on sale of novelties that contain mercury batteries.
