Fiscal Detail and Notes
	This bill includes additional General Fund appropriations for the Commission on Governmental Ethics and Election Practices in the following manner:  $1,551,201 in fiscal year 2003-04 to cover an anticipated shortfall in the Maine Clean Election Fund;  $5,000 in each of fiscal years 2003-04 and 2004-05 for temporary help in conducting election-related duties; $7,500 in fiscal year 2004-05 for computer related expenses and $1,500 in each of fiscal years  2003-04 and 2004-05 for per diem payments for commission members.
	This bill also authorizes the additional transfer of $2,000,000 from the General Fund to the Maine Clean Elections Fund in fiscal year 2003-04. In effect, this transfer of funds is an advance of a statutorily authorized annual transfer for the same amount which is scheduled to take place in fiscal year 2004-05, thereby eliminating the transfer of funds in fiscal year 2004-05.
