	The additional costs associated with establishing an Employee Suggestion System including developing a board to assist in this process can be absorbed by the Department of Administrative and Financial Services and other participating state departments and agencies utilizing existing budgeted resources.  It is anticipated that the amount of savings resulting from the suggestions will exceed the disbursement of cash awards to eligible employees.  The specific cost savings and efficiencies in state operations for fiscal year 2004-05 and thereafter can not be determined at this time.  This bill establishes a dedicated account within the Department of Administrative and Financial Services to allow a portion of the savings to be used to administer the proposed Employee Suggestion System.
