	The requirement that voting precincts must have certain ballot capabilities represents an unfunded state mandate. The Department of the Secretary of State estimates that it would cost at least $2,739,990 for the state's 627 voting precincts to comply with the various ballot requirements contained in this bill. Fiscal Detail and Notes
	Authorizing the Department of the Secretary of State to conduct certain random election recounts could significantly increase the department's General Fund costs.  The amounts will depend on the number of allowable recounts that are requested and can not be determined at this time.
