| Requiring the blood testing of all drivers involved in fatal accidents represents an unfunded mandate to local law enforcement agencies. The actual costs of blood testing conducted by local law enforcement agencies are currently paid for by the Department of Public Safety. Local law enforcement agencies incur other minor incidental administrative costs to process blood tests. | Currently, the Department of Public Safety has budgeted resources from the Highway Fund to cover the costs of blood testing in fatal accidents; the overwhelming majority of fatal accidents already involve blood testing.
