Fiscal Detail and Notes
	This bill includes an Other Special Revenue Funds allocation of $51,750 in fiscal year 2004-05 for the Communications Equipment Fund within the Department of Labor's Bureau of Rehabilitation Services - Division of Deafness necessitated by an increase in the annual assessment level to telecommunications carriers from $85,000 to $136,750 in calendar 2004.  The annual assessment amount to telecommunications carriers is lowered to $122,500 beginning in 2005.
	This bill is expected to reduce corporate income tax collections by just over $6,000 in fiscal year 2004-05, resulting in a General Fund revenue decrease of $5,761 in that fiscal year.
