	The removal of the emergency preamble may move the effective date of this bill beyond the close of fiscal year 2003-04 and may void many of the adjustments to appropriations, revenue changes and transfers.  The impact of this amendment will depend on the date of adjournment of the 2nd Regular Session of the 121st Legislature.  If the effective date is delayed beyond mid-March, the Medical Care - Payments to Providers program within the Department of Human Services may not have sufficient resources to pay weekly claims as they come due.
