| The bill would establish substantial new fiscal obligations for the Department of Professional and Financial Regulation. There are presently 160 entities registered as payroll processors. Requirements for annual audits, the maintenance of records for both registrations and continuing compliance with surety bond requirements, complaint investigation and adjudication, and the need for rulemaking would require additional staff and represent a significant commitment of resources.
