The
projected legislative costs to extend the life of the Commission To Improve
the Sentencing, Supervision, Management and Incarceration of Prisoners and
add two additional members are $1,260 in fiscal year 2003-04 and $3,780 in
fiscal year 2004-05. Other expenses
attributable to the extension may be paid from the remaining balance of the
original appropriation to the Department of Corrections for the
Commission. If the legislative costs
are also to be paid from those funds the bill should be amended to add
language allowing transfers to the Legislature for the per diem and expenses
of legislative members of the Commission.
Without such language, an appropriation to the Legislature is required
for each fiscal year. The Legislature
has budgeted $20,000 in fiscal year
2004-05 for legislative studies.
Whether the amount is sufficient to fund all studies, including the
fiscal year 2004-05 legislative costs of this bill, will depend on the number
of studies authorized by the Legislative Council and the Legislature. |
