Because school administrative units are already required to change the way annual reports are formatted by fiscal year 2005-06 in order to be able to submit them through the new Maine Education Data Management System, there will be no additional costs to the local school units to provide the required detail of expenses for legal services, consulting and other professional services.  Since school administrative units are required by statute to file reports in the format and the time periods specified by the Commissioner of Education, there is no mandate.
