This bill includes a General Fund appropriations to the Legislature in the amount of $2,520 annually beginning in fiscal year 2004-05 to provide funds for the per diem and expenses for legislative advisory members of the Future for Youth in Maine State Work Action Tactics team ( S.W. A. T. team)
This bill includes a General Fund appropriation of $75,000 in fiscal year 2004-05 for the Business Development program with the Department of Economic and Community Development to contract for services to develop and implement a comprehensive marketing strategy.
Additional costs to the University of Maine System and the Maine Community College System to work together and with the S.W.A.T team to develop the required plan and to work with members of the private and public sector to determine the extent to which higher education planning and resource allocation decisions can be coordinated to better meet the needs of the State's economy and business sector can be absorbed utilizing existing budgeted resources.  However, the ability of the University to absorb the costs of implementing any resulting initiatives is less certain and can not be determined at this time.
Additional costs to the Maine State Housing Authority to develop the required recommendations and to serve on the Future for Youth in Maine State Work Action Tactics team can be absorbed utilizing existing budgeted resources.
Additional costs to the Department of Education, the Department of Labor, and the Finance Authority of Maine to serve on the team can be absorbed utilizing existing budgeted resources.
