	PL 2003, c. 20, included a statewide deappropriation of $5,800,000 in state fiscal year 2004-05 associated with the merger of the two departments.  The bill does not include sufficient information to evaluate and determine if these savings can be achieved in the current biennium. The bill also authorizes the Committee on Health and Human Services to meet during the interim with a goal of submitting legislation to further implement this act.  Since there are no funds budgeted for interim committee meetings and it is unknown when and how often the committee will meet, the exact impact of this legislation can not be determined at this time.
