The bill gives the Department of Human Services authority, at its discretion and by agreement with the state ward, to continue to provide support for the postsecondary education-related costs of the state ward after they become 21 years of age and before they become 23 years of age.   The Department estimates that approximately 20 young adults would be likely candidates at an estimated cost of $5,000 per person or $100,000 in total per year.  Given the discretionary language in the bill, the Department assumes it will only offer such services if funds are available.  The bill specifies funding for this purpose be appropriated or allocated to an identified education and training account specifically established for this purpose, but does not identify a funding source. Accordingly, an account is created with base allocations in the event that funds are received or transferred by financial order within the Department.
Requiring the Legislature to provide funding for the total expenses of the Legislative Youth Advisory Council beginning July 1, 2005 will require General Fund appropriations to the Legislature of $10,100 annually beginning in fiscal year 2005-06.    
Additional costs to the Department of Education, the Department of Behavioral and Developmental Services, and the Office of the Secretary of State to participate in the required studies and to prepare the required reports can be absorbed utilizing existing budgeted resources.
Additional costs to the University of Maine System, the Maine Community College System, and the Maine Maritime Academy can also be absorbed utilizing existing budgeted resources.
