	This amendment will increase the General Fund cost of the bill by $1,976,704 in fiscal year 2003-04 and will decrease the General Fund cost of the bill by $2,310,639 in fiscal year 2004-05.  Based on the estimated year-end balances, this amendment maintains a balanced budget for the 2004-2005 biennium.
