	This bill may result in additional costs to the Department of Education to provide the required training and to conduct the required studies.  The amount and the ability of the Department to absorb the additional costs can not be determined at this time.  Additional funds may also be required for the new School Leadership District #1 for technology resources and to support all-day kindergarten programs and public and private center-based preschool programs in fiscal year 2004-05.  If additional funds are not appropriated to the General Purpose Aid for Local schools program for this purpose, the funds currently appropriated in fiscal year 2004-05 may need to be redistributed with SLD # 1 receiving an increase in school subsidy and all other school administrative units receiving a decrease in school subsidy in fiscal year 2004-05.  The impact to each individual school administrative unit can not be determined at this time.
