	Removing the retroactivity clause would require payment of $100 per day special session pay through April 16, 2004.  The cost to the Legislature for 38 legislative days is estimated to be $770,000, based on $20,250 per day for each day the Legislature is in Special Session and legislators being entitled to receive $100 per day plus related retirement costs.  Legislators are also entitled to the $55 per diem for attendance at committee meetings on days the Legislature is not in session.  Since it is unknown at this time how many committees met on days that the Legislature was not in session  and the number of members in attendance, the exact cost of this legislation can not be determined at this time.
