4.__State administration.__The commissioner shall add to the
funding level an amount sufficient to provide for the
administration of this section.

 
§8906.__Report

 
The department shall report by June 30, 2006 and annually
thereafter to the joint standing committee of the Legislature
having jurisdiction over education and cultural affairs on the
number of participants in the program, the nature of the after-
school programs receiving funds, the amount of funds distributed
and the number of children participating in the program.

 
§8907.__Rules

 
The commissioner shall adopt rules for the implementation and
administration of the after-school program, including the
establishment of program requirements and specifications and
procedures for the application and distribution of available
funds, and to otherwise carry out the purpose of this program.__
Rules adopted pursuant to this section are routine technical
rules as defined by Title 5, chapter 375, subchapter 2-A.

 
Sec. 2. Appropriations and allocations. The following appropriations and
allocations are made.

 
EDUCATION, DEPARTMENT OF

 
After-school Program

 
Initiative: Provides funds for the facilitation of after-school
programs. The appropriation is based on after-school programs
receiving an amount equal to 0.5% of the annual General Fund
appropriations for kindergarten to grade 12 public education.

SUMMARY

 
This bill establishes the after-school program as an ongoing
program to be implemented and administered by the Department of
Education. This bill also requires the ongoing funding for the
