| | | Emergency preamble. Whereas, Acts of the Legislature do not become | | effective until 90 days after adjournment unless enacted as | | emergencies; and |

| | | Whereas, it is important that potatoes that are rotting due to | | poor weather during the harvest in 2004 be disposed of as soon as | | possible; and |

| | | Whereas, in the judgment of the Legislature, these facts create | | an emergency within the meaning of the Constitution of Maine and | | require the following legislation as immediately necessary for | | the preservation of the public peace, health and safety; now, | | therefore, |

| | | Be it enacted by the People of the State of Maine as follows: |

| | | Sec. 1. Appropriations and allocations. The following appropriations and | | allocations are made. |
|
| | | Initiative: Appropriates funds to purchase from farmers table | | stock potatoes that are rotting due to poor weather during the | | harvest in 2004 and are in need of disposal at the rate of $1.50 | | per hundredweight. |
|

| | | Emergency clause. In view of the emergency cited in the preamble, | | this Act takes effect when approved. |

| | | This bill appropriates state funds to protect potato farmland | | in Aroostook County from blight and other diseases by disposing | | of cull potatoes properly. |
