Be it enacted by the People of the State of Maine as follows:

 
Sec. 1. 3 MRSA §312-A, sub-§10, as repealed and replaced by PL 1993,
c. 691, §5, is repealed and the following enacted in its place:

 
10.__Lobbyist.__"Lobbyist" means:

 
A.__A person who is specifically employed by another person
for the purpose of and who engages in lobbying in excess of
8 hours in any calendar month; or

 
B.__An individual who engages in lobbying in excess of 8
hours in any calendar month, whether or not some or all of
the hours spent lobbying are on a pro bono basis, and who is
compensated by the individual's employer or by another
entity for the time spent lobbying.

 
"Lobbyist" does not include a lobbyist associate.

 
SUMMARY

 
The purpose of this bill is to ensure the registration as
lobbyists of all individuals who engage in lobbying in excess of
8 hours in a calendar month and who receive compensation for
their time spent lobbying, whether or not the lobbying is done on
a pro bono basis. This bill amends the definition of "lobbyist"
to include individuals who lobby on a pro bono basis but who
receive compensation for the time spent lobbying.
