service costs as determined in Title 20-A, section 15611 15672,
subsection 31, not to exceed:

 
A. Seventy percent and no less than 30% for health, safety
and compliance;

 
B. Seventy percent and no less than 30% for repairs and
improvements; and

 
C. Fifty Seventy percent and no less than 20% 30% for
learning space upgrades.

 
Sec. D-59. Application. This Part applies to school budgets passed
for the fiscal year beginning July 1, 2005, and thereafter.

 
Sec. D-60. Effective date. This Part takes effect July 1, 2005.

 
PART E

 
Sec. E-1. 30-A MRSA §5681, sub-§5, ¶¶A and B, as amended by PL 2003, c.
20, Pt. W, §1, are further amended to read:

 
A. For months beginning before July 1, 2005 2007, 5.1%; and

 
B. For months beginning on or after July 1, 2005 2007,
5.2%.

 
Sec. E-2. Calculation and transfer. Notwithstanding any other provision
of law, the State Budget Officer shall calculate the amount of
savings in Part B, section 1 that applies against each General
Fund account for all departments and agencies from extending the
amortization schedule of the unfunded liability and shall
transfer the amounts by financial order upon the approval of the
Governor. These transfers are considered adjustments to
appropriations in fiscal years 2005-06 and 2006-07. The State
Budget Officer shall provide the joint standing committee of the
Legislature having jurisdiction over appropriations and financial
affairs a report of the transferred amounts no later than January
15, 2007.
