| | | 6.__Valuation of Maine resident-owned property.__The | | Legislature shall require municipalities to establish fixed | | valuations of property owned by permanent residents of Maine | | within those municipalities.__The valuation of Maine resident- | | owned property may not increase for the time that the property is | | owned by that Maine resident.__Upon transfer of the property to a | | non-Maine resident, the valuation may increase to the just value | | as determined by the assessors of the taxing municipality.__If | | the property is transferred to another permanent Maine resident, | | the valuation of the property remains the same as when the | | property was last owned by the transferor.__The valuation of | | property owned by a person who is not a permanent resident of | | Maine must continue to increase according to the just value of | | that property. |

| | | The legal voters of each city, town and plantation shall vote | | by ballot on this question and designate their choice by a cross | | or check mark placed within the corresponding square below the | | word "Yes" or "No." The ballots must be received, sorted, | | counted and declared in open ward, town and plantation meetings | | and returns made to the Secretary of State in the same manner as | | votes for members of the Legislature.
