	Sec. 1. Review of authorization requirements. Resolved: That the State Board
of Education shall review the authorization requirements for
Educational Technician II and Educational Technician III
positions for the purpose of considering the establishment of an
alternative pathway for applicants for those positions to
demonstrate fulfillment of the authorization requirements through
an appropriate national standardized test for paraprofessionals
for these positions. In conducting its review, the State Board
of Education shall consider whether assessment tests developed
for prospective and practicing paraprofessionals adequately
measure their skills and knowledge in reading, mathematics and
writing as well as the ability to apply those skills and
knowledge to assist in classroom instruction; and be it further

Sec. 2. Report. Resolved: That the State Board of Education shall
submit a report together with any necessary implementing
legislation to the Joint Standing Committee on Education and
Cultural Affairs by November 2, 2005. Following its receipt and
review of the report, the Joint Standing Committee on Education
and Cultural Affairs may report out a bill to the Second Regular
Session of the 122nd Legislature.

SUMMARY

This resolve directs the State Board of Education to review
the authorization requirements for Educational Technician II and
Educational Technician III positions and to consider establishing
an alternative pathway for applicants to demonstrate fulfillment
of those requirements.
