Sec. 1. Alton; host community status. Resolved: That the Executive
Department, State Planning Office shall grant the Town of Alton
the protections and benefits of a host community to the West Old
Town Landfill if an event occurs that increases the likelihood of
financial or environmental impact to the Town of Alton. If one
of the following events occurs, then the Town of Alton is granted
the protections and benefits of a host community under the Maine
Revised Statutes, Title 38, chapter 24 to the West Old Town
Landfill:

 
1. The State replaces Casella Waste Systems as operator of
the West Old Town Landfill; or

 
2. The West Old Town Landfill files for an expansion permit.

 
SUMMARY

 
This resolve directs the Executive Department, State Planning
Office to grant the Town of Alton status as host community to the
West Old Town Landfill if an event occurs that increases the
likelihood of financial or environmental impact to the Town of
Alton.
