Sec. 1. 20-A MRSA §13016-A is enacted to read:

§13016-A.__Foreign teacher certificate

1.__Foreign teacher certificate.__Notwithstanding any other requirements of this chapter, a person may apply for a foreign teacher certificate to teach in this State if that person:

A.__Holds a bachelor's degree or equivalent from a college or university, which if located in the United States must be regionally accredited;

B.__Is licensed or holds authorization to teach in a country outside the United States;

C.__Has at least 2 years of experience teaching; and

D.__Is otherwise determined to be eligible by the commissioner.

2.__Rulemaking.__The department shall adopt rules to implement this section.__Rules adopted pursuant to this section are routine technical rules as defined in Title 5, chapter 375, subchapter 2- A.

SUMMARY

This bill allows an experienced teacher who is certified or licensed to teach in a foreign country to apply for a special certificate to teach in Maine.
