certificates of need. It requires certificate of need decisions to
further the goals of the State Health Plan. It adds to the
certificate of need standards protection of the public health and
safety. It requires the Commissioner of Health and Human Services
in making decisions regarding certificate of need to consider the
State Health Plan.
