B.__"Package" means an item packaged and marked for retail
sale that is not designed to be broken down or subdivided for
the purpose of retail sale.

 
C.__"Retailer" means a person or business entity engaged in
this State in the business of selling products to the
general public on a retail basis.

 
D.__"Sale" or "sold" includes barter, exchange, transfer or
gift.

 
2.__Restrictions on packaging.__The retail sale of a targeted
methamphetamine precursor is limited to:

 
A.__Sales in packages containing not more than a total of 3
grams of one or more targeted methamphetamine precursors;
and

 
B.__Sales in blister packs, each blister containing not more
than 2 dosage units, or when the use of blister packs is
technically infeasible, sales in single-dose packets or
pouches.

 
3.__Restrictions on amount of sale.__A person or retailer may
not sell more than 3 packages of a targeted methamphetamine
precursor per transaction.

 
4.__Restrictions on place of sale; storage.__Any product
containing any amount of a targeted methamphetamine precursor may
be sold only by a licensed pharmacist or a registered pharmacy
technician and must be stored in a location that is locked or
otherwise not accessible by customers.

 
5.__Exceptions.__Exceptions to this section are as follows.

 
A.__This section does not apply to:

 
(1)__Any targeted methamphetamine precursor that is
obtained by a prescription; and

 
(2)__The sale or transfer of a targeted methamphetamine
precursor to a veterinarian, physician, pharmacist,
retail distributor, wholesaler, manufacturer, warehouse
operator or common carrier or an agent of any of these
in the regular course of lawful business activities.
