demand. Interest charges on unpaid fees begin on June 30th of each
year and are compounded monthly at the interest rate for unpaid
property tax as established by the State Tax Assessor for the
unorganized territory. For any assessment that remains unpaid as
of September 1st of the year in which it is due, state revenue
sharing to that town or plantation must be reduced by an amount
equal to any unpaid warrant amount plus any accrued interest, until
the amount is paid. These fees must be deposited to the General
Fund.

 
Sec. I-3. Additional revenue; rulemaking. The Department of
Conservation, Maine Land Use Regulation Commission shall by rule
assess a fee of up to 0.25% of the estimated development costs
for certain unique and complex projects to generate an additional
$60,000 in each year of the biennium to be deposited as General
Fund undedicated revenue.

Sec. J-1. Corrections alternatives study. The Department of Corrections
shall conduct a study that identifies the costs, benefits and
cost savings associated with alternative corrections service
delivery options.

 
1. Advisory committee established. The Corrections
Alternatives Advisory Committee, referred to in this Part as "the
advisory committee," is established to guide the development of
the study of corrections service delivery options. The advisory
committee is not a decision-making body, but serves to provide
advice and information to the Department of Corrections. The
advisory committee consists of the following members:

 
A. The Commissioner of Corrections and 2 state corrections
officials designated by the commissioner;

 
B. A representative of a statewide association of county
commissioners nominated by the association and appointed by
the Governor;

 
C. A representative of a statewide association of county
sheriffs nominated by the association and appointed by the
Governor;

 
D. A representative of a statewide association of county
jails nominated by the association and appointed by the
Governor; and

 
E. A municipal representative appointed by the Governor.
