3. Directs the authority to use a transfer of previously collected but unallocated funds of the Maine universal service fund for the purposes of the bill, including the identification of and participation in projects that expand the deployment of, or improve the quality of, communications technology in Maine; and

4. Allows a reimbursement for taxes paid on the purchase of machinery and equipment to develop an advanced communications technology infrastructure in a qualifying ConnectME zone.
