Assumes as a starting point that MaineCare prescription drug prior authorization savings deappropriated in PL 2003, c. 20, Part B, and PL 2003, c. 673, Part FFF, for state fiscal year 2004-05 would be reversed effective 10/15/05, with a resulting increase in the Medical Care - Payments to Providers account spending baseline.
