| The requirement that high school students must satisfactorily complete a course of study that includes instruction in the legislative process in order to graduate is a mandate. The cost to individual school units can not be determined at this time. Pursuant to the Mandate Preamble, the two-thirds vote of all members elected to each House exempts the State from the constitutional requirement to fund 90% of the additional local costs. | School | Insignificant | |||||||

| Social studies, including history, economics and civics, is included as a content standard subject area that each student must study and achieve proficiency in as part of the system of learning results. To the extent that secondary schools provide some level of instruction in the legislative process as part of its current curriculum, the additional cost of meeting the specific requirements of this measure is not expected to be significant. | |||||||||
