| This bill establishes a new dedicated School Zone Safety Fund to be administered by the Commissioner of the Department of Transportation. The fund will derive its revenues from the doubling of certain fines for traffic infractions and criminal offenses committed while passing a school bus or within a school zone. The current fine revenue is deposited into the General Fund. The projected revenue for the fund and subsequent General Fund revenue loss can not be determined because there is no data relative to how many traffic violations were committed within school zones. Beginning in fiscal year 2005-06, the Department of Transportation will require additional annual Other Special Revenue Fund allocations of $500 to authorize spending for the new fund. In addition, the Judicial Department will require a one-time General Fund appropriation of $30,000 for computer programming consultation to carry out the purposes of this bill. | |||||||||
