| This fiscal note recognizes that public employers may already continue under the terms and conditions of an expired collective bargaining agreement as part of their normal process. However, this legislation changes the practice from voluntary to mandatory. | |||||||||
| The University of Maine System, the Maine Community College System and Maine Maritime Academy may incur additional costs associated with potential mediation, fact finding, arbitration and legal expenses. The ability of these higher educational institutions to absorb the costs within existing resources without impacting existing programs and services can not be determined at this time. | |||||||||
