The Secretary of
State's budget includes sufficient funds to accommodate one ballot of average
length for the general election in November. If the number or size of the
referendum questions increases the ballot length, an additional appropriation
of $8,000 or more may be required. A
special election would require an additional appropriation of $121,392. |

This
bill includes a General Fund appropriation of $52,300 in fiscal year 2005-06
to the Department of Marine Resources for the purpose of reestablishing the
Maine Coast Environmental Trust Fund.
If the intent of the bill is to provide initial funding for the fund
to be spent as Other Special Revenue Funds, then any subsequent amendment to
the bill needs to include specific language authorizing the transfer of funds
from the General Fund to the newly established Other Special Revenue Funds
account. In addition, the department
will require initial Other Special Revenue Funds allocations of $52,300 and
$500 in fiscal years 2005-06 and 2006-07, respectively, to allow spending from
the new dedicated account. |
