| It is not clear what services would need to be provided by the Department of Labor if this legislation were approved. This fiscal note assumes the intent of the bill is to increase the presence of labor inspectors in the Unorganized Territories. Given that assumption, the Regulation and Enforcement program within the Department of Labor will require a General Fund appropriation of $181,112 in fiscal year 2006-07 for one Labor and Safety Inspector position and one Safety Compliance Officer position and related all other costs associated with conducting inspections in the unorganized territories beginning in August of 2006. | |||||||||
| The cost of providing other services in the unorganized territories, including but not limited to law enforcement, fire protection and game warden services, can not be determined at this time. | |||||||||
| The increase in revenue to the General Fund associated with the .01% fee assessed on every landowner in the unorganized territory would be approximately $235,000. The impact of this revenue gain is not reflected above because an assessment only on real property would violate Article IX, section 8 of the Maine Constitution. | |||||||||
