| Reinstating the death penalty only for persons who murder family and household members will require a General Fund appropriation to the Department of the Attorney General of $83,136 in fiscal year 2005-06 and $84,318 in fiscal year 2006-07. This appropriation will provide funds for an Assistant Attorney General position. This legislation will also require the Department of Corrections to operate a new maximum security death row unit at the Maine State Prison. The General Fund costs required to design and construct a new maximum security death row unit is estimated to be approximately $2,400,000. The annual operating expense to manage this facility is estimated to be $830,000 in the first year and $720,000 in subsequent years. This bill will also result in the Judicial Department incurring significant costs for court appointed counsel, expert witnesses and costs related to complex trial activity. The amount and timing of these required General Fund appropriations can not be determined at this time. | |||||||||
