Resolve, To Combine Payroll and Human Resources for All State Agencies into One Central Agency

Sec. 1. Department of Administrative and Financial Services to combine payroll and human resources functions. Resolved: That the Commissioner of Administrative and Financial Services shall review the current organizational structure of payroll and human resources functions within the existing 6 service centers in the Department of Administrative and Financial Services and combine those functions into one unit to improve efficiency and cost-effectiveness. The Commissioner of Administrative and Financial Services is directed to transfer position counts for payroll and human resources functions from the 6 service centers to a single service center and eliminate duplicate positions. The review must also develop consistent procedures and paperwork across different departments in State Government served by the service center; and be it further

Sec. 2. Reporting date established. Resolved: That the Commissioner of Administrative and Financial Services shall report progress, savings in position counts and development of consistent paperwork to the joint standing committee of the legislature having jurisdiction over state and local government matters by January 15, 2008 and complete the transition to a single service center under section 1 by June 30, 2008.
