Amend the bill by striking out the title and substituting the following:

‘Resolve, To Enhance Landowner Relations Efforts’

Amend the bill by striking out everything after the title and before the summary and inserting the following:

Sec. 1. Landowners and Sportsmen Relations Advisory Board to develop an action plan regarding landowner relations. Resolved: That the Landowners and Sportsmen Relations Advisory Board, established in the Maine Revised Statutes, Title 5, section 12004-I, subsection 49-C, shall develop a specific action plan for implementing and coordinating an effective landowner relations program within existing state resources, including, but not limited to, a prioritization of landowner relations activities with other activities and responsibilities of state agencies. The plan must develop clear recommendations regarding the role and responsibilities for state agencies. The plan must includes strategies or actions for prevention of landowner relations problems as well as for dealing with the problems that occur; and be it further

Sec. 2. Consultation with state agencies and law enforcement officials. Resolved: That the Landowners and Sportsmen Relations Advisory Board shall consult with state agencies and law enforcement officials to identify and determine how these entities can contribute to the overall landowner relations effort. All appropriate state agencies are expected to cooperate with the Landowners and Sportsmen Relations Advisory Board in its efforts pursuant to this resolve; and be it further

Sec. 3. Consultation with outdoor user groups and landowner organizations. Resolved: That the Landowners and Sportsmen Relations Advisory Board shall consult with outdoor user groups and landowner organizations to identify and determine how these entities can contribute to the overall landowner relations effort; and be it further

Sec. 4. Identification of financial resources and funding. Resolved: That the Landowners and Sportsmen Relations Advisory Board shall identify additional resources needed to enhance landowner relations efforts, including a detailed budget and recommendations for the source of any additional funding; and be it further

Sec. 5. Reporting date. Resolved: That the Landowners and Sportsmen Relations Advisory Board shall report it findings and recommendations to the Joint Standing Committee on Inland Fisheries and Wildlife no later than January 3, 2008. The Joint Standing Committee on Inland Fisheries and Wildlife may submit legislation to the Second Regular Session of the 123rd Legislature to implement the recommendations of the report.’

This amendment replaces the bill with a resolve directing the Landowners and Sportsmen Relations Advisory Board to consult with state agencies, law enforcement officers, landowners and outdoor user groups to develop a specific action plan for implementing and coordinating an effective landowner relations program within existing state resources, including, but not limited to, a prioritization of landowner relations activities with other activities and responsibilities of state agencies. It also directs the Landowners and Sportsmen Relations Advisory Board to report its findings and recommendations to the Joint Standing Committee on Inland Fisheries and Wildlife no later than January 3, 2008 and authorizes that committee to submit legislation to the Second Regular Session of the 123rd Legislature to implement the recommendations of the report.
