Resolve, To Reduce Energy Costs for Consumers

Sec. 1. Smart meters program. Resolved: That the Public Utilities Commission shall establish a program to promote the use of smart meters in electricity billing. For the purposes of this resolve, "smart meters" means electric meters that give consumers a lower price for electricity used outside of peak usage hours. The commission shall work with utilities to institute a pilot program pursuant to this section; and be it further

Sec. 2. Report. Resolved: That the Public Utilities Commission shall report its findings and recommendations concerning the promotion of the use of smart meters to the Joint Standing Committee on Utilities and Energy by January 4, 2008. The Joint Standing Committee on Utilities and Energy may submit legislation concerning the promotion of the use of smart meters to the Second Regular Session of the 123rd Legislature.

This resolve requires the Public Utilities Commission to work with utilities to establish a program to promote the use of so-called "smart meters." The Public Utilities Commission shall report its findings and recommendations concerning the promotion of the use of smart meters to the Joint Standing Committee on Utilities and Energy by January 4, 2008. The Joint Standing Committee on Utilities and Energy may submit legislation concerning the promotion of the use of smart meters to the Second Regular Session of the 123rd Legislature.
