‘Sec. 3. Calculation and transfer. Resolved: That, notwithstanding any other provision of law, the State Budget Officer in consultation with the Commissioner of Health and Human Services shall calculate the costs to the Department of Health and Human Services to be incurred under this resolve that apply to each applicable General Fund account in the department and shall transfer those amounts by financial order upon the approval of the Governor. The transfers for fiscal year 2007-08 and fiscal year 2008-09 must be made by December 31st of each year and are considered adjustments to appropriations in fiscal year 2007-08 and fiscal year 2008-09; and be it further
