Amend the resolve in the emergency preamble in 4th paragraph after the title in the first and 2nd lines (page 1, lines 7 and 8 in L.D.) by striking out the following: "referred to in this resolve as" and inserting the following: 'or'

Amend the resolve in section 1 in subsection 1 in the first line (page 1, line 29 in L.D.) by striking out the following: "PIER" and inserting the following: 'the Portland Identification and Early Referral Program, referred to in this resolve as "PIER" '

Amend the resolve in section 2 in subsection 6 in the last line (page 2, line 23 in L.D.) by striking out the following: "State." and inserting the following: 'State; and be it further'

Amend the resolve by inserting after section 2 the following:

Sec. 3. Calculation and transfer. Resolved: That, notwithstanding any other provision of law, the State Budget Officer in consultation with the Commissioner of Health and Human Services shall calculate the costs to the Department of Health and Human Services to be incurred under this resolve that apply to each applicable General Fund account in the department and shall transfer those amounts by financial order upon the approval of the Governor. The transfers for fiscal year 2007-08 and fiscal year 2008-09 must be made by December 31st of each year and are considered adjustments to appropriations in fiscal year 2007-08 and fiscal year 2008-09; and be it further

Sec. 4. Appropriations and allocations. Resolved: That the following appropriations and allocations are made.

Initiative: Appropriates funds on an ongoing basis to provide financial resources to the Portland Identification and Early Referral program to continue to prevent new cases of psychosis and psychotic disorders in young people from 12 years of age to 25 years of age in the greater Portland area.
