Amend the resolve by striking out section 5 (page 2, lines 10 to 17 in L.D.) and inserting the following:

Sec. 5. Resolve 2005, c. 168, §6, enacted. Resolved: That Resolve 2005, c. 168, §6 is enacted to read:

Sec. 6. Funding. Resolved: That the task force shall seek grants, private contributions or other outside funds to fully fund the costs of an architectural consultant. If sufficient outside funding has not been received by January 15, 2008 to fully fund the costs of an architectural consultant, the task force may request an appropriation from the Legislature to make up the balance. Expenses for architectural services may not be incurred or reimbursed until a total of $100,000 has been raised. Contributions to support the work of the task force may not be accepted from any party having a pecuniary or other vested interest in the outcome of the matters being studied. The Department of Administrative and Financial Services upon request of the Secretary of State shall establish an account to receive donations and other funds raised for architectural services. All funds accepted must be forwarded to the department along with an accounting record that includes the amount of funds, the date the funds were received, from whom the funds were received and the purpose and any limitation on the use of the funds and all such records are public. The Department of Administrative and Financial Services, Bureau of General Services shall administer any funds received.

This amendment changes the membership of the task force to develop a plan for the Maine State Cultural Building in Augusta by adding a representative of the Department of Defense, Veterans and Emergency Management, office of the Adjutant General and from the Friends of the Blaine House. It changes the report date to the joint standing committee of the Legislature having jurisdiction over state and local government matters to January 15, 2009. The joint standing committee is authorized to submit legislation to the First Regular Session of the 124th Legislature. It requires the task force to raise the $100,000 necessary for architectural consultant services from private funds and requires the Department of Administrative and Financial Services, Bureau of General Services to administer the funds. If sufficient money is not raised privately by January 15, 2008, the Legislature is authorized to make up the difference. The consultant services must be contracted according to purchasing standards established for the Department of Administrative and Financial Services, Bureau of General Services.
