An Act To Promote Postsecondary Education Opportunities for Juveniles under the Care of the Department of Corrections

Be it enacted by the People of the State of Maine as follows:

Sec. 1. 34-A MRSA §1402, sub-§12  is enacted to read:

12 Postsecondary education opportunities in detention facilities.   The commissioner, in cooperation with the Superintendent of the Long Creek Youth Development Center and the Superintendent of the Mountain View Youth Development Center, shall administer a program to provide opportunities for postsecondary education to juveniles residing in the detention facilities. The commissioner shall by routine technical rules adopted in accordance with Title 5, chapter 375, subchapter 2-A provide for the payment of postsecondary education courses and related expenses for juveniles qualifying under those rules.

Sec. 2. Appropriations and allocations. The following appropriations and allocations are made.

Initiative: Provides ongoing funds to be used exclusively to provide postsecondary education opportunities to juvenile residents qualifying under the Maine Revised Statutes, Title 34-A, section 1402.

Mountain View Youth Development Center

summary

This bill makes ongoing appropriations of $5,000 annually to the Long Creek Youth Development Center and the Mountain View Youth Development Center in the State to provide postsecondary education opportunities to juveniles residing in those facilities. The bill gives the Commissioner of Corrections authority to administer the program and to pay for courses and related expenses for qualifying juveniles and direction to adopt routine technical rules.
