Amend the amendment by striking out all of the last indented paragraph before the summary (page 3, lines 2 and 3 in amendment) and inserting the following:

Amend the bill by striking out all of section 4 and inserting the following:

‘Sec. 4. Application. Those sections of this Act that amend the Maine Revised Statutes, Title 35-A, section 708, subsection 2, paragraph A; amend Title 35-A, section 708, subsection 4; and enact Title 35-A, section 1101, subsection 1-A apply to decisions made by the Public Utilities Commission with respect to proceedings before the Public Utilities Commission that are initiated on or after the effective date of this Act.

This amendment provides that the changes proposed on the amended bill apply prospectively only to proceedings that are initiated on after the effective date.
