| The provisionally adopted major substantive rule is consistent with the provisions of Resolve 2005, c. 52 (LD 392) that assumed minor costs to the Department of Health and Human Services to change the licensing requirements and minor administrative savings as a result of eliminating nonessential licensing regulations. | ||||||
