This bill establishes an alternative procedure of petition by voters for changing the position of elected register of deeds to an appointed register of deeds.  Requiring counties to submit the question to county voters if 10% of those who voted at the last gubernatorial election petition for it is a state mandate.  The costs of submitting the question to voters is somewhat mitigated by allowing it to be submitted at the next regular or special statewide election.
