| This legislation would allow teachers to receive service credit in the Maine State Retirement System for time in which work was performed as a teacher of a child with a disability prior to July 1, 1976 in a non-public school system. The bill does not address how the costs associated with the additional service credit are to be paid. If members affected by this provision are not required to purchase this service credit or are permitted to do so at a cost other than the full actuarial cost, an unfunded liability will be created. Since the Constitution of Maine prohibits the creation of an unfunded liability, a General Fund appropriation will be required in fiscal year 2007-08 to fund the cost of this provision. The amount can not be determined at this time. | ||||||
