| The Board of Dental Examiners, affiliated with the Department of Professional and Financial Regulation, will require additional Other Special Revenue Funds allocations of $34,214 in fiscal year 2007-08 and $34,165 in fiscal year 2008-09 for one part-time Office Specialist I position and related all other for the additional administrative duties associated with the Board of Dental Examiniers establishing a program to allow dental hygienists certified by the board to provide dental care outside of a dental office to low-income persons and MaineCare recipients. The Board does not expect to begin issuing licenses/certificates until all training has been completed, which the Board anticipates taking 4-5 years. Based on this assumption, the Board does not expect to receive any additional revenue from licensing/certificate fees in the short-term. | ||||||
| The Board of Dental Examiners has indicated the need to raise licensing fees to support the initial costs of this legislation. However, a review of the Board's actual receipts and expenditures indicates that receipts have exceeded expenditures consistently since fiscal year 2002-03 and the Board has carried forward balances in excess of $100,000 over the past 3 fiscal years. To date, the Board has an unobligated cash balance of $333,706. Therefore, it is unclear whether the Board will need to increase licensing fees or whether there will be sufficient funds available going forward to fund the ongoing costs of this provision. | ||||||
