	Requiring municipalities to establish a notice and appeal process associated with managing trees in a public right of way is a state mandate pursuant to the Maine Constitution.  Requiring municipalities to develop, adopt and maintain ordinances governing what owners can do with their trees within the right of way is a state mandate as well.
