	This legislation prohibits the Maine Governmental Facilities Authority from financing new projects other than those approved by the Legislature prior to January 1, 2007.  Without this funding mechanism to build and repair state facilities, the Department of Administrative and Financial Services will require direct General Fund appropriations or allocations from the Highway Fund and other sources in amounts that cannot be determined at this time.  Savings would occur through elimination of future debt service costs that would otherwise have been paid had new financing not been prohibited.
