This bill may increase the number of civil suits filed in the court system.
The collection of additional filing fees may also increase General Fund revenue by minor amounts.
Fiscal Detail and Notes
The Department of Environmental Protection will need a General Fund appropriation of $35,384 in fiscal year 2007-08 and $70,769 in fiscal year 2008-09 to provide funds for an Environmental Specialist III position and general operating expenses to review an estimated 75 additional Natural Resources Protection Act permit applications.  Additional permitting responsibilities under the Maine Waterway Development and Conservation Act can be accommodated by the department within existing resources.  The projected increase in dedicated revenue to the Maine Environmental Protection Fund generated from additional Natural Resources Protection Act applications fees will be approximately $9,263 in fiscal year 2007-08 and $18,525 annually thereafter, based on 75 applications per year and a required permit fee of $247.
