Fiscal Detail and Notes
	Appropriates and allocates funds for the costs of rebasing nursing facility costs to a base year determined by audited allowable costs for a facility's fiscal year ending between July 1, 2004 and June 30, 2005.  The Governor's 2008-2009 Budget (LD 499) proposes an appropriation of $6,000,000 in 2008-09 to rebase nursing facility costs.  The bill also appropriates and allocates funds to increase nursing facility reimbursements for heating costs, medical director costs and for an increase in the administration and policy planning ceiling.
